Falcon 2Layer one: Apache 2.0
The base layer is Apache 2.0. That grants a perpetual, worldwide, royalty-free licence to use, reproduce, modify and distribute the work, including for commercial purposes, with attribution and notice requirements. It also includes the patent grant and the standard disclaimer of warranty.
Layer two: the acceptable use policy
On top of that base, TII adds an acceptable use policy. This is not part of Apache 2.0, and it is the part that turns the licence from purely permissive into something with usage conditions attached. It is published as its own document, which is a hint that it deserves its own read.
Practical consequences
- Attribution and licence retention: required by the Apache 2.0 layer.
- Commercial products and fine-tunes: permitted by the base, subject to the policy.
- Redistribution of the weights: allowed, keep the licence and notices with them.
- Hugging Face metadata: the repository shows the licence as unknown, so do not rely on it.
Where the text lives
Both documents are published by TII on its own site rather than inside the model repository. Read the current version at the source every time you ship something new: licence files change, and the version that governs is the one published by TII, not any summary, including this one.
